Chancellor George Osborne is expected to talk about altering the tax system at the Conservative Party conference.
David Cameron has said further cuts to welfare, including curbs on housing benefit, may be needed to help fight the deficit.
Stephanie Flanders, the BBC's economics editor, explained to Today presenter James Naughtie that George Osborne "has been struggling to deliver on the two gaols that were right at the heart of [the Conservative's] economic strategy which were economic growth and deficit reduction."
She went on to suggest that "to get on top of borrowing even over the longer term, he is going to have to extend the period of austerity, perhaps through to 2018."
