Labour's Ed Miliband claims to have come up with the original concept of "predistribution", which he unveiled earlier this week.
"Predistribution is about saying we cannot allow ourselves to be stuck with a permanently low-wage economy, and then hope through taxes and benefits we can make up the shortfall," Mr Milliband stressed in a speech.
Chuka Umunna, shadow business secretary, told the Today programme that the model involves producing "decent quality, decent paid jobs and a system that skills people up to do them".
