A report published this morning by the Public Accounts Committee claims the UK Border Agency is to blame for so many foreigners getting visas to live here as students when they are not really students at all.
The report criticised the points-based visa system introduced in 2009, describing it as "poorly planned and ill thought-out" and creating "chaos".
Margaret Hodge is the Labour MP who chairs the committee. She told the Today programme that says the government should consider accounting for students separately in immigration statistics, so they are not treated the same way as other foreign migrants.
