Conservative MP Richard Bacon claimed that a "lot of people are employed in the wrong place" and there were "silly contractual reasons" why some civil servants had not been moved to where they should be working.
The South Norfolk MP said government had become "bloated", and that there had been cuts so far but there was a need to work "smarter.. and digitally".
He suggested the plan to cut staff numbers has "not got as far as it needs to" as he spoke to John Humphrys about a report from the Commons' Public Accounts Committee on staffing.
