A storm erupted over the internet when pictures of Prince Harry naked were published on websites around the world. However, British based-websites and newspapers are not publishing the pictures.
Claire Enders, who runs the Enders Analysis media consultancy, said there is no issue for the public in terms of access to the photos.
"It's a question of whether there is any economic harm to the newspaper industry from adopting a cautious point of view... and there isn't," she told the Today programme.
She said the reactions from the British public "so far have been very sympathetic to the view that these are high jinx".
