A 12-acre site in the centre of Bradford has remained empty for several years after buildings were demolished to make way for a shopping centre, but work has yet to start.
The so-called "Bradford Hole" or "Wastefield site" has annoyed residents, although the city council and the Westfield Group maintain construction is still going ahead.
Bradford West MP George Galloway is urging Housing Minister Grant Shapps to open an inquiry. The BBC's Louise Jackson reports from the city.
