General Lord Dannatt, head of the Army between 2006 and 2009, has told the BBC's Today programme that the proposed restructuring of the Army "will mean we can do less".
He said that the emphasis will be placed more on the reserves which is a "good idea in theory" but also "risky".
The Defence Secretary Philip Hammond is to announce details of how the Army will be restructured as it loses a fifth of its personnel over the next few years.
