What kind of relationship with the EU as a whole should the UK have?

Former foreign secretary Lord Owen, who has written a publication on the issue called Europe Restructured, believes the British government needs to "lift its voice".

Speaking to the Today programme, he said that Europe "needs a single market without a single government".

He believes the UK would be "far stronger in Europe if its seen that we speak with one voice".

"We're telling the Eurozone too much what to do, I want to know what we're going to do", he told James Naughtie.
