A joint committee of both houses of Parliament is expected to recommend that plans for a largely elected second chamber be put to the public in a referendum.

Nadhim Zahawi, Conservative MP for Stratford-on-Avon, told the Today programme's James Naughtie that an elected second chamber would "dilute the primacy" of the Commons and could lead to political "gridlock".

"The nation wont thank us" for ill-thought out reform, he said.
