'Swift and certain' truancy fines urged

The government's expert adviser on behaviour, Charlie Taylor, has told the Today programme that "swift and certain" fines should be introduced for parents of truant school pupils.

The former head teacher told the Today programme's Evan Davis that the current system of fines was incredibly complicated and liable to be abused by parents.
