'Farcical' hereditary by-election laws

Members of the House of Lords get a title and are allowed to make and change laws., but they can't vote in general elections and up until now they've not been allowed to retire. All that could be about to change if the former Liberal leader Lord Steel gets his way, as the BBC's Parliamentary correspondent Mark D'Arcy reports.
