Unelected leaders 'not totally undemocratic'

In the past week, two European countries, Greece and Italy, are preparing for a change of leadership, and in both cases, elected leaders are being replaced by technocrats.

Christopher Hood, Professor of governance at Oxford University, analyses whether democracy is being replaced by "technocracy".
