Commonwealth 'affirming values for 21st century'

Commonwealth leaders will be debating the suggestion that a commissioner be appointed to monitor human rights violations in Commonwealth countries, and that laws prohibiting homosexuality should be repealed. Lord Boateng, the UK's former high commissioner to South Africa, explains the idea.
