Constitutional concerns over NHS Bill

As the Lords begin debating the NHS change plan, a group of peers is calling for further changes - and a committee to investigate the constitutional implications of the bill.

Independent peer Lord Hennessy explains his concerns that the "can-carrier in chief", the Health Secretary, is no longer ultimately responsible.
