Tuition fee changes to 'polarise students'

A report on the next year's increased university fees and loan scheme has been published by the Higher Education Policy Institute, just as A level results out today leave students scrambling for the last places on lower tariffs.

Bahram Bekhradnia, director of the institute, explains the government's "over-optimistic" aims on university.
