Some rioter sentencing 'savage'

Around 2,500 people have been arrested in connection with the recent riots and a significant number have been given prison sentences, even for a first offence.

Former Conservative leader Lord Howard and Martin Narey, former head of the Prison Service who used to run the children's charity Barnardo's, discuss whether some young offenders should be given "a second chance".
