Ken Clarke: Probation tick-box culture 'ridiculous'

Many probation officers only spend a quarter of their time with offenders, the rest is spent doing paperwork, according to a report by a committee of MPs.

"We knew there was a problem, and we're addressing it," Justice Secretary Ken Clark told Sarah Montague.

"Tick-box culture is ridiculous and we're getting rid of it."
