EU 'cannot lower guard' against al-Shabab

A spokesman for the Islamist organisation Al-Shabab, based in Somalia, has claimed that there is no famine in the Horn of Africa, while the European commission has pledged £141m to help with the growing crisis.

EU aid commissioner Kristalina Georgieva, who is in Kenya to oversee the distribution of aid, explains whether Al-Shabab have the power to stop the money being used effectively.
