Health nudges 'not gutsy enough'

Members of the House of Lords have attacked the government's nudging technique, a key policy for trying to convince people to make healthier choices.

Baroness Neuberger, chair of the House of Lords Science and Technology Sub-Committee, and the Times columnist Philip Collins discuss why nudging is "part of an effective policy, but rarely the full answer" to problems.
