Police changes 'need absolute clarity'

One of the most senior figures in the police service has expressed grave doubts about government plans to change policing.

Sir Hugh Orde, president of the Association of Chief Police Officers and former chief constable of Northern Ireland, explains his concern that the government's proposals risk "compromising the safety of citizens for reasons of expediency".
