Benefit reform 'a picture of chaos'

MPs are warning that government plans to cap the total benefits received by a family to £26,000 a year will lead to higher local authority bills as families become homeless and need to be placed in temporary accommodation.

The shadow work and pensions secretary Liam Byrne outlines his concerns.
