FCO 'demoralised and diminished'

A new book about the Foreign and Commonwealth Office has highlighted a loss of institutional confidence and its failure to fulfil the role of interpreting and passing matters abroad back to London.

Sir Sherard Cowper-Coles explains just how far he thinks it is really lagging behind.
