Russia seeks to boost birth-rate

In his speech earlier this week, Vladimir Putin promised to spend about £33 billion to boost Russia's birth rate by nearly a third. George Magnus, Senior Economic Adviser at UBS and Andrew Simms, Fellow at New Economics Foundation debate whether the president's promises might work.
