Utilities 'not repairing roads' to right standard

There were two million holes, or "openings", dug in roads by utilities companies last year, several hundred thousand of which were not completed.

Peter Box, of the Local Government Association, and Les Guest, of the National Joint Utility Group, debate the issue of repairs.
