NHS reform: Pause or 'train crash?'

Following the announcement of a planned pause in the Health Service Reform Bill, it seems only right that that the political pause should be scrutinised.

Mike Grannatt, former head of the Government Information Service, and Michael Cockerell, who has made documentaries about all the pauses and rushes in recent British politics, debate the real function of a political pause.
