Government 'can't legislate social mobility'

The government is hoping to improve social mobility in Britain, but many believe the middle class is now coming under attack as white collar jobs face unprecedented global competition.

Jim O'Neill, chairman of Goldman Sachs Asset Management, and the economist Frances Cairncross, now rector of Exeter College Oxford, debate the benefits of increased social mobility.
