Lord Woolf: 'We are downgrading rule of law'

The government is examining at how it might draw up a Bill of Rights amid arguments about the European Court of Human Rights. The former Lord Chief Justice Lord Woolf, followed by the justice minister Lord McNally, look at the difficulties the government is facing on rights.
