Sex register 'not a punishment'

Convicted rapists and paedophiles in England and Wales are to be given the right to appeal against being kept on the Sex Offenders' Register for life.

A challenge was originally brought by an 18-year-old man who was placed on the register at the age of 11 for raping a child.

His barrister, Hugh Southey QC explains his case.
