Who pays for European energy infrastructure?

The Prime Minister is travelling to Brussels today for a special European summit where the EU's energy policy is top of the agenda.

The European Commission estimates that a trillion euros will have to be spent on energy infrastructure in Europe over the next decade.

Europe correspondent Chris Morris has been to northern Germany and Denmark to found out where the money needs to go.
