NHS changes 'not determined by political choice'

A group MPs has criticised the way the government took the NHS by "surprise" with its reforms of health care in England.

The Health Select Committee says the decision to scrap Primary Care Trusts has increased costs and could harm services.

The committee's chair, Stephen Dorrell outlines his view that change could have a harmful effect on the NHS.
