EMA 'not a dead-weight cost'

The educational maintenance allowance (EMA), which is about to be abolished, is "completely offset" by the benefits delivered by the policy, according to analysts.

Carl Emmerson of the Institute for Fiscal Studies examines the advantages of the scheme.
