'We need to fix community sentences'

The government is about to lay out its plan for overhauling the system of community sentences in England and Wales.

Blair Gibbs of Policy Exchange and Roma Hooper, of the campaign Make Justice Work, discuss whether community work should be used more widely instead of short prison sentences.
