Are police authorities prepared for cuts?

The vast bulk of the police authorities in England and Wales are not well prepared to cope with the cuts imposed by the government, according to Her Majesty's Inspectorate of Constabulary (HMIC).

HMIC's Zoe Billingham and Rob Garnham, of the Association of Police Authorities, discuss how well the police services are focussed on the future.
