Councils share services to save money

Three Conservative run London Councils - Westminster, Hammersmith and Fulham, Kensington and Chelsea, are planning to announce a merger of services in a move that could save between £50m - £100m a year.

Stephen Greenhalgh, leader of Hammersmith and Fulham council, explains the effect on local democracy.
