Incapacity benefits review 'target driven'

Two pilot schemes aimed at significantly reducing the number of people on Incapacity Benefit are to be launched today in Burnley and Aberdeen.

Employment minister Chris Grayling and Richard Hawkes, of the disability charity Scope, discuss the new scheme.
