Villages to 'take control' of planning

Communities are to be allowed to build new homes without applying for planning permission.

Instead they will need people to vote in favour of their plans in a local referendum.

Housing Minister Grant Shapps and Fiona Howie, of the Campaign to Protect Rural England, debate whether the plans will work.
