Magistrates 'will be angry' over 350m of unpaid fines

There are £1.3bn in unpaid fines, confiscation and compensation orders in England and Wales according to the National Audit Office.

John Thornhill, chairman of the Magistrates' Association, says those responsible could be described as "negligent" over the failure to collect £350m of magistrates fines.
