Social work 'must be cost effective'

The government is announcing a fundamental review of child protection and social work in England.

They are looking at how to improve the system and find a way for social workers to spend more time with children rather than doing paperwork.

Marion Davis, of the Association of Directors of Children's Services, explains whether the proposals can work.
