What are efficiency savings? In the first week of the general election campaign there has been much debate on which party has the best efficiency savings measures.

Sir Gerry Robinson, former chairman of Granada television and drinks giant Allied Domecq, and Sir David Rowlands, former permanent secretary at the Department for Transport and currently chairman of Gatwick airport, examine the parties' efficiency savings proposals.
