'New model' for council services

Residents in Barnet, north London, could be given the option of lower council tax, if their bins are collected less often. The blueprint could be rolled out across other councils. Leader of Barnet council, Mike Freer, and the chief executive of the Royal Society of Arts, Matthew Taylor, discuss the move to "local choice" in council services.
