Commons Leader Harriet Harman says that the problem of MPs' expenses "will not be sorted out by legal action or competition between the parties" but by parliament itself.
Speaking on the programme, Ms Harman would not comment on a proposal by the Liberal Democrat leader Nick Clegg to widen the audit of expenses to include property deals, adding that "the issue was not about [the report on expenses by Sir Thomas] Legg but about confidence in parliament".
Ms Harman admitted that the previous expenses rules and their enforcement were "unsatisfactory" but said that there is "nothing left that the public should feel concerned about" in the system.
