How can national debt be lowered?

A joint report by the Taxpayers' Alliance and the Institute of Directors has outlined 34 measures they say would save Whitehall £50bn. Miles Templeman, director general of the Institute of Directors, and Tony Dolphin, chief economist at think tank the Institute for Public Policy Research, consider the ways the government can save money.
