Niall Dickson, chief executive of the health analysis charity the King's Fund, has said that the NHS can be made to work better. But, in response to a leaked report which suggests that the NHS in England needs to cut 10% of its staff over the next five years to achieve its target for savings, he said that the amount of extra health funding promised by the main political parties "won't be enough to meet the extra demands of the NHS unless we do something else".

And Carl Emmerson, Deputy Director of the Institute for Fiscal Studies, said that the leaked report, by the consultants McKinsey and Company, was "not just about efficiency savings but talking about [the NHS] doing less".
