Taliban 'won't talk when they think they are winning'


Foreign Secretary David Miliband is expected to set out a change of emphasis in British strategy in Afghanistan when he speaks at NATO headquarters in Brussels. International Development Secretary Douglas Alexander, who is currently in Helmand, discusses whether more pressure should be put on the Afghan government to talk to moderate members of the Taliban. Former Liberal Democrat leader Lord Ashdown discusses whether the announcement signals a significant shift in policy.
