A former senior civil servant in the MoD the former chairman of Whitehall's Security and Intelligence Committee speak about the 'transition to war' exercises during the Cold War in the 1970s.

David Young and Sir David Omand took part in the rehearsals, which occurred every two years to determine what would happen if deterrence failed and nuclear war became inevitable.
