Child protection reforms 'part of the problem'

Too many children are abused because social work departments fail to protect them, a report by Lord Laming is expected to conclude.

Reporter Sanchia Berg outlines the child protection procedures Lord Laming set out in his review nine years ago following the death of Victoria Climbie. Sue Berelowitz, deputy children's commissioner for England, and Dr Eileen Munro, reader in social policy at the London School of Economics, discuss if the reforms to child protection brought in following Lord Laming's previous review have been successful.
