EU 'must address global issues'

The Foreign Secretary David Miliband has said the EU is not stuck in a quagmire following the Irish rejection of the Lisbon treaty.

And he said French President Nicolas Sarkozy was in a "playful mood" when he implied that the European trade commissioner Peter Mandelson was to blame for the rejection.
