"There has to be a change of hands. We need to bring in a Frenchman, an Englishman, anybody who can construct something for us.
"At the moment, we do not have a good foundation and it is the next generation of players who are going to suffer," West said.
West holds Onigbinde's decision to overhaul the squad after their failure to reach the final of the African Nations Cup last February as being responsible for their poor performance.
Experienced players like Sunday Oliseh and Finidi George were dropped in favour of younger ones.
"This World Cup year was the year for Nigeria.
"But because we had a few problems at the African Nations Cup, the team was disbanded," an angry West said.
The ex-Derby and Inter Milan player also said that Nigeria's World Cup exit has forced him to consider retirement from international football.
"It has made me think that I should stop playing for my national team.
" I am going home to reflect on things before I take a definite decision. At the moment, I just do not know what I should do."
West's threat to quit the Super Eagles follows the announcement by Austin Okocha that he will no longer represent his country.
