The Welsh Rugby Union has launched a global search for the position of Elite Performance Director (EPD).
The brief is to ensure the maximum number of top players achieve potential and build competition for Wales places.
The application process closes at the end of May and an appointment could be made before the World Cup in September.
Gareth Jenkins has not been precluded from applying, but it is believed he will prefer to continue in his current position as national coach.
Former Wales coach Kevin Bowring, currently the head of elite coach development at the Rugby Football Union, has been linked with the new post.
The WRU says the position could be filled from within rugby, from another sport, or from a business, academic or commercial background.
"This role is all about putting in place all the right systems to identify, nurture and develop the talent available for the Wales team," said WRU group chief executive Roger Lewis.
"Our aim for the role is to create a virtual production line of talent delivered straight into the hands of the national team coach"

Mirroring Rob Andrew's position at the RFU, the EPD will have a place on the executive board of the WRU to ensure the Union's strategy focuses on delivering the resources and facilities to achieve success.
"We want the EPD on board as soon as possible, but our main priority will be to get the right person," said Lewis, who the new recruit will report directly to.
"We will be speaking in confidence to high-profile individuals who want to understand the demands we will be placing on this role.
"We've done an enormous amount of background work already and some of that is expressed in the detailed job description we have drawn up."
