Raimondas Rumsas and his wife Edita have been given four-month suspended prison sentences for the importation of prohibited doping substances.
The Lithuanian, who finished third in the 2002 Tour de France, and his wife were charged with possessing and importing illegal substances.
Edita was caught with growth hormones and EPO in her car in 2002.
Polish doctor Kristof Ficek, who prescribed the doping products, was handed a 12-month suspended sentence.
The court also ordered all three of them to pay £690 to the French Cycling Federation.
Edita was arrested by French customs officials after the drugs were discovered in her car as she headed home to Italy on the last day of the 2002 Tour.
She claimed the substances were for her ill mother and was detained for 75 days before being released on bail.
But while his wife faced repeated interrogation by police and customs officers, Rumsas returned to his native Lithuania.
Rumsas has proclaimed his innocence throughout the affair but was suspended by his Lampre team in May 2003 after failing a test for EPO during the Tour of Italy.
